A Volvo scan tool would be more precise. First, check the oil level and cleanliness of the oil - any doubts, flush and refill with 100% synthetic.

The VVT solenoids may be dirty, cleaning them never hurts.

Check the vacuum lines for cracks/weakness. Any air leaks between the air filter and throttle body?
