You can piggy back to the hardware on the + terminal so long as the new
wire is fused. You probably need codes to reset your Volvo radio.
I ran 2 meter transceivers from the 25A cigar lighter with no issues.

Be mindful of duty cycle with VHF transceivers. It's probable best to
run 10 watts, than full power and risk trashing your RF power module.
Heat will kill those expensive modules and the protection circuits
sometimes are poorly designed. What's your call?
