Rear Foglight Question 850 1993

Hi, I was checking all my taillights to make sure they were all working, when I turned on the rear fog lights only one lit up. So I went to the parts store picked up a replacment light. Then I went to the back of the Volvo attempted to put a foglight bulb in the passangers side tailight, it lit up so I tried to put it back in, no luck, there was a plastic bar preventing me from doing so. Why does it only have one foglight? Doesn't that make your car look like it has one bulb burnt out? do any of you guys cut through the plastic bar to be able to install the light?
