Best tire for a good price would probably be the Khumos or Dunlops! I think they are in the low $100 range for 17s( must be less for 16s). Note: you will have to get winter tires if you drive in rain/snow/other bad weather. they are probably other brands of H/V&Z tires that cost less, but IMHO I think one should buy the BEST tire for his/her driving needs.
