Adjusting Wastegate setting on T5 S70 1998

I recently followed the directions from easternaerospace.com to adjust the wastegate settingof my turbo. did the 3 complete turns. However did not see any major improvements.

Has anybody adjusted this setting and if so how many turns did it take for noticable improvements? All Comments on subject are appreciated.
