Karl,
Here in Toronto, repairs/refinishing to alloy rims cost between $100-$130/rim Cdn which is like around $80 U.S. I had all four rims refinished years ago at $100/rim which includes stripping, repainting to OEM spec and clear coat. Blemishes were also repaired. For additional cost, they would repair cracks and bends. Check out a rim repair specialist, it does not cost big bucks as you were quoted.
