Here is a shot in the dark.

Have you ever used a can of Flat Fixer in your front tires? Sometimes the glue never hardens and remains a thick viscus liquid. I found that out when I went in to have my tires rebalanced and one of them wouldn't balance. The mechanic popped the tire off the rim, wiped the gunk out and remounted the tire. No more problems.
