Brake repair or upgrade? Help Plz S70 1998

I have '98 S70 GLT with just over 60k miles. Front pads were replaced at around 35k. Front rotors seem warped ... vibration on braking ... also felt rotor and it feels wavy. Brakes don't seem to stop very well. Not they were ever that great. I think larger brakes would help alot. Was told by NTB that on my car they don't grind rotors, just replace, because the rotor is too thin. Seems odd, is that right? Also wondering whether there are some reasonably priced options for upgrading front brakes ... also whether its a problem to just upgrade front brakes. If so, I guess I'm stuck with stock. TIA
