Mike, what are you checking codes with? If you are using a generic OBDII scanner, you will likely not be able to see the proprietary Volvo codes (the ones that are not required by EPA), but you will still be able to clear the codes. This has been my experience. I had recurring CEL episodes and the dealer kept reading 611 and 612 with the Volvo Scan Tool (VSC), but when I bought a generic reader at AutoZone, that reader saw no codes. However, when executed the procedure for clearing all codes, the CEL went away. Of course, since I did not fix the problem, the CEL came back soon after, but that's another story. The point is that the generic scanners will sometimes report "No Codes", but will be able to clear the light anyway. This is because the code that's set is a proprietary Volvo code that can only be read by VST at the dealer.
