S70 door panel bubble...help! S70 2000

You can't get a new panel as Volvo won't do that now. They're now always repaired by a kit at the dealer which consists of a pair of panels for either front or rear panels. Many cars need them all.
For the guys who do those panel kits (one guy in our shop), it's really not a bad job once he's got some experience with it so by now, it should be done right the first time at your local dealership.
