power steering fluid S40-V40

do we have any ides as to why it actually falls? I mean is there a "surge" of pressure as we drive that momentarily overflows the reservoir? if so, can we get a tighter-sealing cap for it? or is it required to be vented?
as any compressible compressible fluid, i don't think it would be troublesome if it was an air-tight seal right?
