Pre-Purchase Inspections (PPI) are great things to have done. It lets you know where you stand with the car and with it's current visible condition. It can't tell you every possible problem, but it's a good start.
The one thing I would put at least at the same level as a PPI is a complete maintenance record. If the car has a clear and complete maintenance record, with receipts for all the oil changes and servicing done then you know a lot about the car already. If the owner says they took it to the dealer but have no receipts, then take the car to the dealer and look up the maintenance records.
In the end it's all Buyer Beware! The more you know before you buy the car the better decision you can make.
