how bad is it to rub?

If it's rubbing the fender "lips", not just the inner plastic liner then I'd have to think that it'd be possible that eventually you'll rub through spots in the tires and.....kaboom!
Tires shouldn't rub anything ever. You might think that it "looks cool" but if you're damaging your car, there's nothing "cool" about that.
