Also (not sure how Sin overlooked this) the turbo has a built in
bypass valve that does the same thing (in terms of keeping the
turbo spinning). It cycles the air back to the intake (keeps that
whole air metering issue under control). It's fairly quiet if
noise is what you are looking for. If you want the performance
(keep the turbo spinning when throttle is closed) then Volvo
already did the homework.
By the way, this is for HPT engine. I'm not sure if the low pressure
turbo engines have the bypass valve.
