You're close. It's a safety device/tool used to cover the sips detonator and you're suppose to put it on before removing the seat. I've been told that if one accidentally bumps that detonator w/o that tool, chances are good that the sips bag will deploy. I've removed many of those seats and I never use that tool as I'm aware of it and carefull but the correct answer here is that it's adviseable to use that before removing the seat.
