I'm having the same problem and have confirmed that my rubber elbows (vacumn)are OK. If yours are also you should do what I intend to do asap. That is, replace the 02 sensor.

Attempting to improve performance of an engine that isn't running up to factory spec is a waste of time and money. You will not realize the full benefit of intake and exhaust mods if the information the ECU is receiving from it's various sensors is faulty.

You can buy a replacement OEM 02 sensor for about $130 and it takes a few minutes to install.
