Maybe you're new to this stuff but Volvo is hardly unique here as ALL other cars these days are similar, all require a scan tool or PC to access codes and/or diagnose many electrical problems. You could sell your Volvo and buy a Chevy, Toyota, etc but you'ld realize that it's the same with them too.
A Bill can't change the way that modern cars are now built or designed and computers are here to stay.
The ONLY solution for a person who wants to be able to diagnose, repair everything with their car is buy an older car and it'd have to be a much older car to totally avoid modern day systems.
Now, why? The government demands better emisions and safety than what was found over 40 years ago and it takes automotive computers to do that. There's no going back as far as newer cars are concerned. That bill won't/can't change anything.
