ECC Blower Fan Speed Problems 850 1994

Hello,
My 94 850 Turbo Wagon (recently aquired) has developed a problem with the climate control blower fan in hot weather. If the car sits outside in the sun in 90+ degrees, the fan will barely run at all. The compressor runs and the air is cold, but the fan just doesn't push it. You can drive for a few minutes, shut off and restart the car, and the fan will blow harder, although never as hard as I think it should. Also, the fan blows the same in auto and at maximum manual mode, and the fan speed changes smoothly when moving the slide back and forth. The fan runs quietly and doesn't squeal (like my old 86 740 did).

The lights on the dash have flashed a couple of times, and the code from pin B1 is 4-1-8. Anyone know what this code means?

My guess is that the fan "controller", aka "resistor pack" is faulty. The part number off of it is 9144354 and Volvo wants $107.
