Headlight problem on 1996 855T 850 1996

I have a 1996 855T which only has one headlamp working. My passenger side low beam doesn't work. I've looked at the bulb and ran a continuity test on it so I know that it is not burned out. I've also checked the fuse and it is ok but there is no voltage running across the fuse socket.

I have a Haynes 850 manual and their wiring schematics are pretty sketchy but it looks like there is a headlight relay before the fuses. Anyone know if I'm reading the schematic right and does that sound like the problem? If so, where would that relay be located (under the dash?).
