I would have whoever did the tires inspect the ABS sensors to make sure they didn't clog them up with something. After that, you can trace the connections to be sure they look clean and intact. I expect you CAN change the ABS module, check out the maintenance section of volvospeed.com for guidance.
When you first start out with the car, the ABS system is tested automatically. It can flunk the test (turning on the ABS and TRACS lights) for any number of reasons--fouled sensor, bad connection, bad module. In the autumn, I sometimes have a problem with a stray leaf in one of the sensors. (I have seven magnificant 100-year-old maple trees around my house; the landscapers charge me by the ton to haul the leaves away).
Would the ABS system fail in mid skid? I suppose it's possible. Why not take it out to a gravel road, slam on the brakes and test it?
