Cause of low temp readings 850

Some time ago I asked about what could cause the temperature gauge to read abnormally cold (just above the cold line, no matter how far, fast, or warm the engine was). I had the thermostat replaced and there was no change. Given that the most common cause is eliminated, I am curious about other possibilities. Could the tension on the serp belt be a possible cause? How about a failed tensioner? Any other suggestions?
