Turbo restriction 850 1995

When my son's '91 940T had "issues", one test was to check for a clogged cat. The gauge was attached to the exhaust pipe, right after the cat, then we drove the car around. Under heavy throttle/boost, no restriction was found. At idle, there is no boost.
