Only think I can imagine is that the car perhaps had an engine replacement or a new sump installed (eg. damaged).

The info you got was correct. Volvo moved to the plastic filter where you only replace the inside filer element in the 1999/2000 models. Your 1998 should have the more familiar metal filter you replace completely.
