To my knowledge the transmission locks up in all gears except the 1st.
Perhaps your problem is the lock-up solenoid in the control box. The control unit (TCU) thinks the lock-up should be on, but the solenoid is not working and there is a big speed difference in the torque converter. Could perhaps be bad solenoid wiring/connections or bad (stuck) solenoid.
I had a related problem: no lock-up although speed is high. It seems that this was due to the throttle position sensor (TPS) giving a wrong output (dirty connections or dirt in the TPS rheostat surfaces). In this case the TCU never tried to lock-up. (The TPS signal is used by the TCU to determine when to lock-up). So I took off the TPS and cleaned the connectors. Works now better, but still sometimes I know there is no lock-up (eg. at 50 mhp light cruising it should be on). So when I pump the gas pedal slightly, the lock-up engages (I can see that from the MPG display on the computer when the MPG suddenly improves a lot). Perhaps the TPS surface is worn or dirty, so I'm planning to replace the TPS.
