If you have tonnes of cash, don't mind spending it on a bumper, and want it right now, go to a Volvo dealership. If you don't, check out local salvage yards, body shops, etc. Most body shops that specialize in Volvo's will have one every now and then.
Depending on condition, if new, just have it painted (comes primed I believe), if used, you'll probably want to have it painted, if damaged, well, obviously that depends on how damaged. Figure about $150-250 to have it painted and installed. Add about another $100 for damage.
