Instrument Cluster Lights Not Working 400 1993

The instrument cluster lights have stopped working on my brother's 440. Fuses OK. Bulbs appear OK. Could it be the relay? Does anybody know which relay covers these and is there a simple way to test the relay? We are getting the 'bulb blown' warning light on the dashboard together with oil light etc.
