Cruise Control Not Working 850 1994

I found the main control unit and it appears that i'm missing a vacuum line. there are to vacuum outputs and each is "T'd" off. One is black and the other is white. The white "T" only has one line coming off of it and the other end has nothing and is open to atmospheric pressure. Is that supposed to be like that or capped off or a line run somewhere??? The line that is on the white one just goes about 5 inches to the other side of the unit.
