ABS/Trax problem- 97 850 850 1997

Same thing happens to me, but the motor only goes for about 2-3s and then the ABS light goes on. It does seem to significantly reduce stopper power, and this does worry me. However since I'm in Canada and not the US I can't report it to that agency.. does anyone know the equivalent in Canada?
