Non-starter

There's a starter relay too located in one of those fuse/relay boxes under the hood (labelled). Those relays can stick too. I've also seen no starts because the starters "s" wire falls off or loosens from the solenoids terminal because the wiring harness there lacks slack.
Ignition switches can also cause that, not unusual in '98s but "cured" in '99 for the most part.
