Assuming vacuum hoses are OK, the main reason why one gets that code with higher mileage engines is that the hole in the intake manifold just above the EGR valve clogs. With the EGR valve and throttle base removed, it's not hard to unclog that hole. One can test the EGR valve and solenoid with a vacuum test guage if need be.
