It's been eight years since I did it. But, since no one else has answered, I'll give it a shot.
I was already overseas at the time and bought a '94 850 Turbo with every available option. I bought the car (U.S. specifications) thru the tourist/diplomatic sales department of a Volvo dealer in London. Basicly, ordered the car and arranged for it to be shipped to Baltimore. About 8 weeks later, was notified the car was there and picked it up at the port. The price included shipping, but not the 2.5% import tax. If I had taken delivery overseas and later shipped it at Volvo's expense I don't believe the import fee would apply.
The purchase was no-hassle at all. All prices were fixed with no haggling. The bottom line was a car with sticker price of over $33,000 delivered in Baltimore for $26,000.
