What is this port do, can I use it for programming the computer???? 850 1994

I found this while cleaning my car, and I do not know what is is for? Please help. I attached a pic of it.

Also, is there anything that i can use to program my Volvo computer through my Laptop. I used kits like that for programming Fords and Corvettes but I have not seen anything like that for Volvos.

Also, the two computer under the hood in the 850 GLT, if you look form the front, there is one on the right and one on the left, what do they do?
