Although those oil cap seals do dry up and get brittle in time, the #1 reason why oil's found there is because when adding oil during an oil change, the oil must be fed slowly or it spills out and goes under that cover. I put restrictors in my oil spouts so that I can't spill oil but most people spill oil on all newer Volvos with "white engines".
