Flashing lights 850 1996

The flashing lights are akin to a check engine light. Indicates a fault in the climate control system. Most common faults on 850's are the in car ambient temp sensors above the front doors by the grab handle. Other possibilities include damper motor faults, blower motor/power stage faults, coolant temp sensor, evap temp sensor, solar sensor, etc. As far as I know, the climate system is not accessible using generic OBD II scanners, but I could be wrong. A trip to a dealer or indy that has a VST may be necessary. Note, a common problem with the temp sensors over the doors is dust buildup. There is a tiny fan behind the sensor that pulls air across it. Try gently blowing compressed air in to the sensor. Sometimes this frees them up and they start working again. When the fault disappears, the blinking lights go away.
