See it all the time. Pass side pops, drivers side does not. The solution is to adjust the drivers side latch DOWN a bit. Loosen the 3 mounting bolts, and nudge the latch down just a bit. 1/16-1/8" is enough. The problem is when you pull the latch, both sides open but the drivers side relatches because there is no upward tension on the hood. Adjusting the latch DOWN provides the needed tension.
