Hi there,

I'm not 100% sure but from what I've heard, the OBD-II is a standard diagnosis protocol communication for all cars sold after january '96 and it's intended only for the anti-pollution system and related such as EGR valve, MAP sensors, injectors system, exhaust/O2-sensors ect ect...
You'll be able also to reset your Check Engine & Service indicator lamps but not much more with a standard OBD-II scan tool. I bought one from Harisson R&D for $110 no: OBDScan-ISO9141 but I did not try it yet.

For troubleshooting of A/C, ALARM or ABS ect... wich is specific to your car, you'll need the Volvo OBD-II Scan-Tool specially designed for Volvo cars...
