Headlight and dashlight flicker? 850 1996

Does this happen constantly? Or does the problem go away after a few minutes? I have the same symptom, but it's because the airpump motor is seized, and the ECU tries to start it every few seconds (dimming the lights) until either the engine has warmed up, or the ECU gives up on it.
