HELP-Taking apart the tailgate to replace clips,stuck glove box and interior buzz 850 1994

just one question, when you saw or snip off the metal hoop, where is it exactly is the metal hoop. Is it in the middle of the glove box or is it located where the outside lock is??? Also you can actually use wire cutters to cut the loop? Is the loop that small or thin enough to accomplish this?
