Noisy Power Steering Pump V70-XC70 1999

I also have a 1999 V70 and have encountered the same noise on some extremely cold days. I won't hear the noise at 30F degrees, but more like below 20F. And I don't hear it all the time in those conditions either. Seems like another of those Volvo quirks one learns to tolerate.
