Peeling Roof Rails 850 1995

I purchased a roll of Blackout Tape at the local PepBoys auto supply and covered the entire rail. The tape has lasted about 2 years and it's starting to peel again. This time I'll probably sand off the old cracked plastic before applying the Blackout tape/ I may decide to paint it instead. One brickboarder removed the entire rail and primered and painted the entire rail.
