Duplicate Keys for '98 V70 V70-XC70 1998

Can anyone tell me if the only place I can get a duplicate key for my 1998 V70 is (gulp!!) through a dealer?

I have tried a couple hardware stores with no luck. I have also heard horror stories of $35-50 for a single key. Is that true?
