The deal here in Colorado is this: The tires on my 97 850-R are 205-45-17, making them very poor in snow conditions; Even with tracs, these tires are not meant for snow, I know, I've tried and it sucks. I would rather spend money on snow tires and have the peace of mind that when we get good snow storms that my car won't be sliding all over the road.
If I owned a 97 with 15's or 16's that could be set up with a good set of all season tires (which I have found work well in snow too from past experience), then I would agree with you and not buy snow tires.
I guess it just depends on what you drive, your comfort level in different conditions, and where you live.
