how do you adjust the hood latch? V70-XC70 1998

There's not enough upward tension on the drivers side. You need to adjust the latch down just a tad. There are 3 bolts holding the latch. Loosen all 3 and adjust downward about 1/16" That is usually enough to restore proper operation of the hood release.
