problem with idle speed 400 1992

I reset the fault codes and after running the engine at idle for appr. 30 sec. it gave me the code 2-2-3(idle valve).I checked the resistance and i found it to be 8.5.According to the manual it should be 8 ohms.Do you believe i could have isolated the problem?
