AC Compressor Clicking, but system fully charged 850 1994

Ok, so the story gets crazier. It turned out the gauge I bought was bad. The preasure was at 25psi's which with the outside temp at 90, was to low. I added a bottle of freon and things seem to working fine. I don't know one thing, even with a good charged system... does the compressor still cycle and if so how often? Mine is cycleing about every 1-2 min's. IS this normal or not?
