high idle speed 850

That sounds normal, I have a 93 GLT and it does the same.

I also checked my manual and it said the idle speed is non-adjutable. So I asked a mechanic why does it mention the 800 rpm idle, he said this was something to do with 'timing' and that it is set without some vacuum cable connected. Then when they reconnect the cables it idles at 900 950 rpm.

He said, yes its normal.
