The mechanic didn't hav to remove the power steering pump to replace this vacuum elbow. The only tool needed is a very long needle nose pliers and a little bit of patience and dexterity. I did mine on my '96 2 weeks ago.
I removed the top rad hose at the t-stat housing for a better viewing and clearance. I cleared all the codes and the CE light with a scantool and they never came back. It tooked me less than an hour for the whole thing and I'm not professionnal mechanic! My advice: try to find a non-dealer Volvo mechanic
because dealers = stealers ... BIG TIME
