Same thing happend but on drivers side for me. I took it to my trusty friend who is a mechanic...owns his own shop and specializes in European cars. He wouldn't touch it in terms of taking it apart, etc....said it was tied in to much to the Air bag system, etc. Volvo's are very sophisticated in regards to this safety feature...so ended up replacing the whole tensioner system which is how the seatbelt comes when you order another. Sorry for the bad news, but if someone is going to sit in the passenger seat, I'd think safety first.
