reading codes from the hood vs OBD II 850 1995

is reading codes from under the hood in a 95 850 the same as reading codes with the OBD II inside the car, near the gear selecter. Do you get a better idea of the problem with the OBD II code reader than just reading the flashing lights.

I am having some transmission problem and there are no codes under th hood, i thoght I can ask my mechanic to try to read the codes from inside the car to get a better idea of the problem.
