Volvo limits the top speed electronically. The limit varies by year.
For a 98 it is around 140 mph (the speed rating of the OEM tires as I
recall). Later years they dropped that a bit. I suppose a 94 could
have no limiter.

I have seen images posted on the net of turbo models with the speedo
pegged at 140 mph (so who knows how fast they are goinmg but I'd say
fast enough).
